The immediate source of this image was http://homepages.udayton.edu/~santamjc/puertorico/imageK4N.JPG, contained in Juan C. Santamarina's page On the Fringes of Empire: Puerto Rico's Past and Present. Although that page is copyright, its owner has been contacted and he has indicated that the original source was the Puerto Rico office of the Economic Development Administration. The licensing status has therefore been set on the basis that that is part of the US Federal Department of Commerce.
Compared with the immediate source, the image here has been cropped to remove one wing of the builidng and the text Puerto Rico Econ. Dev. Admin.. As this was apparently done by the uploader and they labelled it public domain, it is assumed that they are not making any copyright claims on it.
