Vishal Agnihotri (Sunil Shetty), a convict, was imprisoned for the murder of four boys. He was compelled to do so and, upon hearing his story, journalist Roma (Raveena Tandon) decides to help free him. This publicity gets noticed by a blind and noble businessman Mr Jindhal (Naseeruddin Shah) and he decides to take Vishal under his wing, training him to get rid of anti-social elements in the city.
Inspector Amar Saxena (Akshay Kumar) is unhappy about the release of Vishal, especially when he begins to turn up around every murder site he visits.
Eventually everyone learns that, what they are seeing is not the reality, somebody at higher power is using them as pawns(Mohra). Who is the higher power and how that is being dealt with is the rest of the story.
The theme music (background music) of the film was a direct copy from the popular films Terminator 2 and Predator 2. The music of the film was one of the most successful soundtrack albums of the year, especially the song Tu Cheez Badi Hai. Film Producer Aneesh Kadakia has claimed this song to be one of the ten most significant Hindi film songs of the 90s. The song was actually a rehash of Nusrat Fateh Ali Khan's famous qawali Mast Qalandar.
