Telephone numbering in Malaysia is regulated by the Malaysian Communications and Multimedia Commission (MCMC).
Malaysia is assigned country code 60 by ITU-T. When calling abroad from Malaysia, the international call prefix is 00.
Calls to Singapore do not require international dialing; calls are made using the 02 access code. Similarly, calls to Brunei from East Malaysia can be made using the 080 access code. Calls from Peninsular Malaysia to Brunei require international dialing.
Area codes in Malaysia have variable length: one digit in Peninsular Malaysia and two digits in East Malaysia.
Recently in 2006, the numbering system changed drastically such that it mainly affect mobile communications. The dismantling of Analogue services ART450 and ATUR800 as well as CDMA fixed line replacements for remote users by Mobikom (a subsidiary of SAPURA) for Telekom Malaysia released the 010,011 and 018 numbering for Mobile Virtual Numbering Operator (MVNO) services. 014 prefixes are also released to GSM900 and GSM1800 services due to the shortage of numbers and the use of 8 digits started for 014 prefix and 9 numbers with 015.
Jaring, MIMOS as a winning bidder for 3G services has yet to use up a prefix.It is said to use up the 011 numbering. MiTV , part of Berjaya holdings too won a 3G(enhanced) only license and thus used the 018 prefix with 7 numbers. It piggy backed the 2G Voice calls and SMS Text Messages through Celcom. Celcom also offers satellite calls system, thus offering 99.99% coverage in outdoor Malaysia using Vodafone backbones.
The calls to 014 is followed by the operator code (2,3,6,8) and then another 7 numbers. Even if they are on the same network,the subscribers have to call using full dialing codes. Exceptions are to service numbers and short codes by the operators, like 122, 111, 100 etc. This affects mainly prepaid users. Celcom don't utilise the 014 numbering despite their competittor Maxis using it. Digi does not have 3G WCDMA or TCDMA license, thus relies on the enhanced HSDPA services based on GPRS technology. Celcom can offer Mobile communications with a landline number. Examples have been noted in East Malaysia where it's almost impossible to cable a fiber to the villages. Time Dot Com, of formerly branded ADAM*017 still offer mobile communications based on the CDMA, Analogue 450Mhz,800Mhz systems relying too on Maxis and Celcom. Internal Roaming Service is available free within Malaysia to places where there is only a single transmitter in place due to restrictions etc.
Malaysia don't use PCS or PHS Japanese networks, neither it uses 1900Mhz as used in US.
Malaysia started using 4G service by IZZY. No numbering is allocated to them.Devices are all data.
Number Portability
Malaysia Announced the Number Portability service for Maxis, Celcom and Digi.In effect, numbers now can be used by any terminating carrier.
None is offered for Fixed lines, as TM controls all except in Putrajaya and some areas in the Klang Valley.
Subscriber numbers are seven digits in Peninsular Malaysia (except Kuala Lumpur, Putrajaya and Selangor) and six digits in East Malaysia. Prior to 1999, subscriber numbers were seven digits in Kuala Lumpur, Putrajaya and Selangor. From 1999 to 2001, subscriber numbers in these areas were expanded to eight digits in phases to meet new demands. Mobile phones are assigned two-digit and three-digit (014-x) mobile phone codes and seven-digit subscriber numbers. VOIP are all on the 015 numbering with full 8 or 9 digits.

023 Domestic Calls to Singapore VOIP. These calls may not terminate in Singapore but may be used by some offshore companies or scams. Caution is to be made calling these numbers.
These are deemed as IDA Level 3 numbering. Level 3 blocks are denoted by their block operating service, meaning each operator is allocated blocks of 10,000 numbers, so each 3xxx number belongs to a valid provider.Emergency Services are not available from VOIP numbering.
025 VOIP Level 5 calls to Singapore. This is a reserved block for release.
026 Domestic Calls to Singapore Landlines Singtel and Starhub Cable Phone.
027 Personalised 7000 Numbers, One Number Hunting Service or Premium Names. Uses 11 digits! Connection to the call may be delayed as it employs follow-me services.
028 Domestic Calls to Singapore Mobile Phones
029 Domestic Calls to Singapore Mobile Communications including Paging Services. Singapore Telephone Numbers uses 0-9 for mobiles (8100-0000 to 9899-9999) and 6100-0000 to 6999-9999. Police Stations numbers end with 9999 and government DID/PABX ends with 000.
Calls cost between USD0.35-0.99 (RM1.20-RM2.40) per minute. Use secondary carriers if needed like iTalk, BudgetCall etc. Calls from Johor Baru to Singapore cost about 30sen a minute.
Access to Singapore 1800,1900,1700, 999 are not available from Malaysia. Call the non-toll free number. For Singapore Police, Check with the SPF Website for their direct numbering.
Calls to 1900-11 services are not allowed. Same as for Singapore 1800 numbers. DBS special Number 1800-111-1111 can be accessed by the local domestic number at 6327 2265.

Local Telekom Malaysia Landlines
These numbers are FIXED LINES to the subscribers in Malaysia. Malaysia subscribers uses 7 digits except for KL which uses 8 (soon to be changed again)

Local Numbers start from 2100-0000 to 9899-9999 with reserved blocks.

Kulim Kedah uses 0449 blocks (100,000 numbers) as opposed to other local exchanges which uses 1000 numbers. Includes Penang Island and mainland Penang State (BAGAN,PRAI)
The realignment of phone numbers may be necessary as Penang Island is out of number allocation. Calls on /to cellular communications in border zones of Selama, Baling, Grik, Parit Buntar may be charged at outstation rates should the terminating cell tower in use is outside the local zone. For example, if the user is at Selama Kedah, calling someone in Selama Kedah but the cell tower captured is Selama Perak (same village,different state), then the user is charged interstate or roaming rates.

Geographical area codes
Geographical (fixed line) area codes are one digit in Peninsular Malaysia and two digits in East Malaysia, excluding the STD prefix 0. In Peninsular Malaysia, an area code is usually shared by multiple states and territories and roughly follows state borders. The two East Malaysian states, Sabah and Sarawak, are split into multiple area codes.
Fixed line subscriber numbers are seven digits in Peninsular Malaysia (except Selangor, Kuala Lumpur and Putrajaya, i.e. area code 03) and six digits in East Malaysia. Prior to 1999, subscriber numbers were seven digits in Kuala Lumpur, Putrajaya and Selangor. From 1999 to 2001, subscriber numbers in these areas were expanded to eight digits in phases to meet new demands. The first digit of a subscriber number is associated with a specific area in the area code. In Selangor, Kuala Lumpur and Putrajaya, the second digit of a subscriber number identifies the service provider, which is almost always Telekom Malaysia (TM), as TM holds a near-monopoly of the Malaysian fixed line market.
Thus, a full national number is 10 digits in area code 03 and 9 digits elsewhere, including the STD prefix 0. When writing a telephone number with the area code, the area code and subscriber number is separated with a hyphen. Examples:
- A number 21345678 in Kuala Lumpur: 03-21345678
- A number 2134567 in Ipoh, Perak: 05-2134567
- A number 213456 in Kuching, Sarawak: 082-213456
Malaysia employs a open dialing plan, which means calling within the area code does not require the area code to be dialed, apart from mobile phone calls. Calls to and from mobile phones requires full national dialing. e.g. When calling a number 21345678 in Kuala Lumpur (03) from a fixed line phone:
- Within Selangor, Kuala Lumpur and Putrajaya: 21345678
- Outside Selangor, Kuala Lumpur and Putrajaya: 03-21345678
- Outside Malaysia: +603-21345678 (1st 0 of the area code is omitted when it's dialed with country code)

Mobile phone codes and IP telephony
Existing mobile phone codes consists of two digits (01x) and are assigned to individual mobile phone operators. A mobile phone number consist of a mobile phone code and a seven-digit subscriber number. A mobile phone number is written as 01x-xxxxxxx. There were a number of mobile phone operators and each of them was issued one mobile phone code. Through a series of mergers, there are currently three mobile phone operators: Celcom (a subsidiary of TM), Maxis and DiGi. As existing numbers begin to run out, the three mobile phone operators are assigned numbers in 014 code distinguished by the first digit of the subscriber number.
As codes are being exhausted, a new range, 015x is made available for assignment. Despite the length of the code, subscriber numbers are seven digits, resulting in an 11-digit national number including the leading zero. The two major ISPs, TMNet and Jaring are assigned numbers in the 0154 prefix to provide VoIP (also known as Telephony Service over IP, TSoIP) service.
Calling from mobile phones to fixed lines requires full national dialing. Mobile to mobile calls in the same mobile phone code generally require only the seven digit subscriber number, with permissive dialing of the full national number. Since mobile phone operators issue numbers in multiple mobile phone codes and the sharing of 014 code, mobile phone operators begin to urge subscribers to dial the full national number when calling mobile phones.
